The records shall be attested to by both the chair and the secretary. The chair shall be the custodian of such records until the matter is finished and shall then deliver such records to the officer designated by the official body having jurisdiction for permanent filing. Whenever the decision of the judicatory is appealed, the person having custody of the official records shall forward such records promptly to the chair of the appellate body, or a transcript of the same, when requested to do so by the chair of the appellate body.</div>
