(15) To take such actions and adopt such rules as it shall judge necessary to promote the interests and prosperity of The Wesleyan Church within the bounds of the district, and to amend or rescind the same, provided that it shall not add to or take from any provision of the Constitution or other provisions of The Discipline, and provided that any three members may appeal an action of the district conference as set forth in 323:6 (cf. 2061).
